ADIP serves the entire community within the limits of the town of Potrero, as defined by our official district boundary. This includes neighborhoods as far south as Rincon Largo, up along the coast from Surfside to Las Catalinas and east to the mountain ridges bordering our neighbors of Tempate.

What is an ADI

An ADI (Asociación de Desarrollo Integral), or Integral Development Association, is a non-profit organization recognized by the Costa Rican government and established at the town community level. ADIs are created to address local needs, improve public services, and enhance the quality of life for residents.

  • ADIs were formally established under the Law of Integral Development Associations (Law No. 3859) in 1967 as part of Costa Rica’s efforts to decentralize governance and promote democracy. Today over 3,000 ADIs operate nationwide under the legal framework of the Dirección Nacional de Desarrollo de la Comunidad (DINADECO), which regulates their operations and provides financial and logistical support.

  • ADIs across Guanacaste play a vital role in fostering sustainable tourism by protecting beaches and managing essential infrastructure to support both locals and visitors. They lead environmental conservation efforts, including initiatives like the Blue Flag program, which helps maintain the region’s natural beauty and ecological health. Additionally, ADIs are dedicated to preserving local culture by organizing festivals and traditional events that celebrate the rich heritage of Guanacaste, ensuring that its customs and history continue to thrive for future generations.

  • The Unión Costera is an alliance of ADIs along Costa Rica’s Pacific Coast, formed in 2024 to strengthen collaboration among communities from Potrero to Junquillal, and growing. As our coastal towns become increasingly connected, this initiative recognizes the need for a united approach to shared challenges and opportunities.

    The Unión Costera fosters regional cooperation on critical issues such as security, water scarcity, and sustainable tourism. It also serves as a collective voice advocating for coastal communities at the national level while promoting the exchange of best practices and resources to enhance the effectiveness of ADIs along our shared coastline.
